Born and raised in Deloraine MB, Neil has played all of his hockey in Deloraine. Neil played with the Westman Junior U18 team and represented Western Manitoba at the Canada Games in March 1975. Neil later spent time with the Deloraine Royals Senior team winning the southwest league championship for 5 straight years 1974-1978. Franklin began his coaching career in Whitewood Saskatchewan in 1980, and later moving to Melita in 1982 and remained coaching for 30+ years. As head coach Neil won the Female Midget B Provincials in 2002-03. In 2008-09 Franklin helped coach the Westman South Male Bantam Region and won the Directors Cup, ironically Coach Loucks was a player on the team during this time! In 2014 Neil also captured the Midget Female Manitoba Games Gold Medal. After years of raising a family, coaching, officiating, and everything in between, Franklin is retired and resides in Melita with his wife Pat. Neil and Pat have 3 daughters, 3 son in laws and 8 grand children who they follow everywhere for activities. In 2021 Neil was approached by Coach Loucks to come on and help recruit players from Western Canada. Neil and the Ladyjacks have been working closely and have been very successful right out of the gate.
